"Too Cold To Go out to Potty"

Here in Kansas City we have received records snow falls and very cold temperatures. It has been so cold out that my dog refuses to go out in the mornings and potty. She stays in the house all night and we have not noticed her using the bathroom in the house anywhere so what is she doing in that area? The solution may be to get the indoor potty system.
